An important update for our CCL members and partners

The City of Casey and Cardinia Shire have made a joint decision to change the service model of their libraries, which will see the subsequent dissolution of the Casey Cardinia Libraries (CCL) Corporation at the end of 2022.

Councils have indicated the decision has been influenced by several key factors:

  • CCL has grown to one of Victoria’s largest public library services with the population across the two municipalities planned to reach 750,000 by 2041
  • Increased growth, diversity and changing needs of our communities
  • New legislation in the Local Government Act 2020 that requires the current regional library model be reviewed and updated.

Now that a decision has been reached to dissolve the CCL entity on 31 December 2022, both Casey and Cardinia councils will independently go out to market, likely in late 2021, to find a partner consistent with the requirements of the Local Government Act 2020.

Both councils will undertake community engagement on their future library vision and will also work with our CCL Leadership team to plan and support staff through this transition process.

The councils have acknowledged the fantastic work of CCL staff throughout the past 25 years, and in particular their work getting services to our members during the COVID-19 pandemic. While the transition to a different service model will mean changes behind the scenes, there is no intent from either council to reduce library services, and instead continue to improve and enhance what is offered.

This transition process will not impact on your library membership, you can still access all the services you currently enjoy. We will update you with any changes as they occur, and we look forward to welcoming you back in the library when our doors reopen soon.

Public libraries are expected to do much more than curate collections and lend books. In a time of rapid change, libraries have a core role promoting literacy, providing free access to information, encouraging a culture of lifelong learning and contributing to positive socio-economic outcomes across the community.

CCL is one of Victoria’s largest public library services. We are funded principally by the City of Casey, Cardinia Shire Council and the Victorian State Government. We support a rapidly growing and diverse community of more than 420,000 people.

The population of City of Casey and Cardinia Shire council is forecast to exceed 700,000 people within twenty years.

Our libraries are located at Bunjil Place, Cranbourne, Doveton, Emerald, Endeavour Hills, Hampton Park, and Pakenham.

The Cardinia Mobile Library provides a weekly service to Beaconsfield, Bunyip, Cockatoo, Garfield, Gembrook, Koo Wee Rup, Lang Lang, Maryknoll, Nar Nar Goon, Tynong and Upper Beaconsfield.
